If you activate files that contain viruses, they will infect the system. Thus, most anti-virus programs including Windows Defender wouldn’t allow opening a file or executing any associated program if they suspect the file/program could trigger a virus attack. In such a case, you would encounter the error – Operation did not complete successfully because the file contains a virus.
It is possible that this message can occur even for known programs. In this case, it could be a false alarm. Anti-virus software products treat every unverified external file as a threat. So let’s have a look at possible solutions to fix it.

I wrote this post assuming Windows Defender as the default antivirus solution. Implement solutions suitably for your default anti-virus program.
1] Disable Windows Defender/Third-party Antivirus Program
While this error could occur with any anti-virus program as the default, it is more common with Windows Defender. To bypass the error, you could disable Windows Defender temporarily after judging the risks.
Click on the Start button and go to Settings > Updates and Security > Windows Security. Select Open Windows Security from the right-pane.
Now click on Virus and threat protection.
Under Virus and threat protection settings, click on Manage settings.
Turn the switch OFF for both Real-time protection and Cloud-delivered protection.
Restart the system and try executing the program.
2] Add an exclusion in Windows Defender/Third-party Antivirus Program
Disabling antivirus is a temporary solution. Once you are sure of the program, you should add the program or executable to the exclusion list.
Go to the Manage settings page for Windows Defender as explained above. Scroll down to Exclusion and click on Add or remove exclusions.
Select Add an exclusion and add the file/folder to the exclusion.
Try running the file/program after adding the exclusion and check if it works.
Once you have run the file successfully, make sure to turn on your anti-virus.
3] Repair File Explorer
In case the problem is with a file you tried accessing the File Explorer, or the problem occurs when using the File Explorer itself, you could try the following SFC command to repair a single file.
Search for Command Prompt in the Windows search bar. Right-click on the option and select Run as administrator. Type the following command sequentially and press Enter after each command:
If these commands resolve the problem, you will get the success message “Windows Resource Protection found corrupt files and successfully repaired them.” Restart the system.
This SFC option scans and repairs the file located at the specified full path. In our case, we tried fixing the File Explorer itself.
4] Run Disk Cleanup Tool
Many reports in forums suggest that some temporary files cause this error too. This could be resolved by running the Disk Cleanup Tool.

Damn, with the latest version 1.261.449.0 of Windows Defender I have these problems now as well although Microsoft claims it was immediately fixed on 28/01/2018. Let’s leave the issue open then until Microsoft has resolved it. PowerShellGet has the same problem so it does not seem to be the fault of the modules themselves.

@KevinMarquette Maybe, I was thinking that as well. Unfortunately Windows update got broken for my machine (that I just use at home, not work!) a few weeks ago with the Meltdown updates and I am due a fresh re-install.

There was a simar issue here also in the PowerShell Core repo that is closed by now since it seems to be resolved. If no one has any objections, then I’d like the issue to get closed in the next days? It is good to have and raise such issues so that people can search for it and find an answer but it clearly is an external problem that seems to be resolved by now and the issue status should represent that as well. @AceHack
Solved – “Operation did not complete successfully because the file contains a virus” Error
Viruses can cause severe damage to your files and folders. It is always a security threat and must be guarded against using good anti-virus programs. At times, they cause an error like ERROR_VIRUS_INFECTED, which is followed by a message “Operation did not complete successfully because the file contains a virus”.
Let us look at solutions to this issue.
Windows has its own antivirus software in the form of Windows Defender. Before we go ahead with this method, ensure that the file you are trying to run isn’t infected.
These two steps can be a temporary fix. To completely disable Windows Defender, edit your registry.
Now Windows Defender will be permanently disabled and this error doesn’t reappear.
If you are getting this error while trying to access a certain file, it could be that the file is falsely thought of as a threat. If you are certain that the file doesn’t contain any virus or malware, add it to the exclusions list and check if it solves the problem.
If the above error is a result of an actual malware, perform a detailed scan.

We can add that exclusion but as a security context this is showing high priority malware right,how we can over come this.

In a security context, every client built will be detected as a potential virus.
If you don’t want to add an exclusion, do not use Quasar.

Adding an exception for Quasar in your antivirus is the only way because Quasar is used for malicious purposes by some people.

You can crypt the Executable and run it with a Loader Programm that Decyrypt it in Memory and Execute the Assembly from Memory in Memory. AV is unable to scan other Memory Spaces. You can make a Loader in any language like C in my opinion is the best and easiest way. The simpler the loader is that harder is it for AV to detect. If you rise the complexity AV concerns something. You can block and re-Route Memory Access or Access by AVs. If your Loader isn’t known or going Public on Virustotal you can be sure its safe!
First rule for Crypter is do not Copy & Paste!
Write your own Code and be as much creative as possible.
Do not encrypt or Obfuscate it with Standard tools. Create your own Obfuscate Algorithm.
If you want to fix AV Signature Detections you can change the Code within Assembler. For Heuristic Detections change program flow! Thats all. There is not 100% Guarantee to stay undetected forever but there is quiet a small chance for a Detection!
